De Pol submits plans for up to 330 new homes for Blackpool Council in neighbouring Wyre

De Pol Associates, the Lancashire planning consultancy, has submitted an outline planning application for 330 new homes in Poulton-le-Fylde on behalf of landowner Blackpool Council. The 12.2-hectare site at Woodhouse Farm lies to the south of Blackpool Road in the Carleton area.

Outline permission is being sought for up to 330 homes, the mix and tenure of which would be determined at the reserved matters stage, but it is anticipated that up to 30% would comprise affordable properties. Details of design and specifics with regards roads and access would also be determined under reserved matters, but an indicative parameters plan suggests two access points off Blackpool Road. Kirkham-based architect DC&MG Associates provided additional support with the design and layout.

The public right of way through the site would be retained and enhanced with proposed areas of public open space as part of the green infrastructure provision. This would also include retention of existing trees and hedgerows, and buffer zones along the boundary with the existing designated Biological Heritage Site to the south.

The greenfield site was released from the Green Belt by the Wyre Local Plan in February 2019. It lies adjacent to, but not within, an area allocated by the Local Plan for 300 houses and a new primary school, for part of which there are pending applications.

Alexis De Pol, managing director of De Pol Associates, said: “This application would provide up to 330 new homes, of which around 99 would be affordable, thereby supporting the drive to deliver some of the thousands of new homes needed by Wyre Borough Council in the coming years.

“While the application site is not within an allocated area, it lies immediately adjacent to one and has been identified by the Local Plan Examination Inspector as sustainably located. It is accessible to the existing town centre and the borough’s only railway station, and within the defined settlement boundary of an Urban Town where the Local Plan Strategy seeks to direct new housing development.”

The outline application details 24% of the site would be retained as public open space, with biodiversity enhancement to include additional tree and hedgerow planting and the creation of two ponds. The transport assessment also confirms that, subject to the improvements already being carried out at the Norcross Roundabout on the main A585 trunk road, the proposal would not have an unacceptable impact on highways safety.
