De Pol Associates have successfully secured planning permission for a large scale agricultural composting business in Warrington, Cheshire. The permission allows the import and processing of 72,000 tonnes of organic waste each year to form agricultural fertilizer and soil improver.

Following withdrawal/refusal of two previous planning applications prepared by third parties, De Pol took on the instruction in summer 2015 to prepare an appeal case for a public inquiry and to submit a revised planning application. By presenting a compelling need case and demonstrating compliance with national waste planning policies, De Pol were able to prove to the Council’s Officers and Planning Committee that the findings of evidence in the Highways, Odour and Environmental Impact reports were sound and approval should be given because there was no harm to the greenbelt and no unacceptable impacts on amenity or the road network.

Dan Matthewman, Associate planner for De Pol said: “This approval is a significant opportunity to manage organic waste sustainably by turning it back into compost to increase the fertility of the land. It is especially gratifying to obtain permission from the Council at this stage, avoiding the need for a costly and pro-longed public inquiry.”
