Project Description

De Pol has secured planning permission for a new District Centre on the former Cottam Brickworks site in Preston. The application follows the site’s designation in the Preston Local Plan as a District Centre to serve Cottam and the wider northwest Preston area, including the extensive housing proposed in this part of the city. The approval will provide for the regeneration of this significant previously developed site.

The application, approved in outline subject to a Section 106 agreement, sets the framework in which the new District Centre will be developed, which will include up to 6,105sqm of A1 retail floorspace, 1,380sqm of A3/A4/A5 food and drink uses, 2,053sqm of D1/D2 health and community uses, a petrol filling station and car parking.

The application was submitted following public consultation, which indicated significant local support for proposals which would deliver much needed services and facilities in this part of the City. The scheme also received political support from City Council members, who were keen to see the development brought forward.

De Pol advised on and managed various specialist consultants in the preparation of reports and assessments necessary to support the planning application, as well as submitting and managing the planning application itself. De Pol also justified the proposed development in the setting of local and national policy through a Planning and Retail Statement.

The delivery of a District Centre in Cottam is a key component of Preston City Council’s Local Plan. De Pol is pleased to have secured permission for the owners and facilitate the delivery of this important piece of infrastructure for Preston.
